VHCA Fiscal Year 2020-2021 VHCA Board

Debra Smith, President. Long time resident/farmer in the Farm Lots section of the subdivision with a home still standing but no access. She is a retired Radiologic Technologist who has been active in community work.

Gerard (Jerry) Boudreault, Director.  A pharmaceutical development consultant and aspiring Kapoho farmer purchased a home in Vacationland in 2011 and Farm Lot in 2013. Prior to the eruption Jerry focused on optimization of Kapoho tomato and watermelon production.   He has degrees in Operations Management and Economics from the University of Massachusetts.  Jerry has four children, two who learned to swim at Ahalanui.  He now lives in Hawaiian Shores subdivision with his wife Carolyn and two sons and looks forward to getting Vacationland back on the map.

Born and raised in Oregon, I retired from being a systems analyst for state government in 5/2005 and moved to the Big Island where I soon created the first VHCA website and served as secretary from 12/2008 through 3/2010 and as treasurer from 4/2010 through 3/2015.  Beginning 4/2015 until 6/2018, I contracted with VHCA to do the treasurer's duties except write checks and attend board meetings.  Throughout my affiliation with the board, filing delinquent account liens was a major activity in which I participated and am taking pleasure is seeing them resolved.  I am interested in performing what treasurer duties remain.

Jan Marshall, VP. Jan Marshall was a house lots owner who has been an active participant in the effort to restore Vacationland’s infrastructure since 2019.   By background she is a retired international banker who also has planning and zoning experience and she has been an active real estate investor.    She looks forward to the adventure of building and being “out on the lava”.

Jim Lehner, Treasurer. Property owner in the House lots.   He is a long time VHCA/KKWA board member who has overseen the Association’s road and water system work and has been heavily involved with both associations since 2005. He obtained much road and airfield construction experience while serving in Vietnam (RVN) with combat engineers. After RVN he was employed by a construction engineering firm in Portland, Oregon and then worked for 26 years with a titanium company in Oregon mostly composing titanium formulations for industry, primarily aircraft while guiding production techniques for these materials.

Rob Custer, Director. I was employed by the Union Pacific Railroad for 42 years and retired in 2014. My wife Beth and I partnered with friends and purchased our first vacation rental in Vacationland in 2003. In 2007 we purchased a lot on Wai Opae Road and in 2009 built our new home. We have shared and enjoyed our many friendships in Hawaii and Vacationland.
I am currently Chairman of the Board for SID #3. This is the Sanitary Improvement District for Lake Ventura, this board manages the water/sewer maintenance, development and infrastructure for our Lake Subdivision.

Diane Franciosa, Director. A lover of Puna since relocating from Boston area to Kapoho Vacationland in 2014 I am happy to be part VHCA Board. Daughter of an Army colonel and mother of 2 great kids, I internalize service to community  also currently serving on the Boards of  Pahoa's Malama O Puna, Lower Puna Rising and Big Island United Way.  I lost a rental home in Vacationland but I still own several properties along highway 137 'red road' and am committed to seeing full recovery for Lower Puna.  I believe in the power of unity; together anything is possible.​
